Chelsea's next police chief may be chosen through two rounds of interviews, with community representatives involved first. City Manager Fidel Maltez has outlined the process ahead of Chief Keith Houghton's expected retirement in May 2027.

This is an early plan for the transition, not an announcement of a new chief. No successor has been named, and a confirmed schedule for applications and interviews has not been released.

An October 22 Chelsea Record report describes a two-stage review process and the city manager's wish to give the incoming chief time to work alongside Houghton.

A community committee would begin the search

Maltez's plan starts with a Community Police Chief Selection Committee. He has said he will reach out to a broad range of community stakeholders to help assemble it.

The committee would review applications and interview candidates it considers qualified. It would then forward finalists for another round of interviews.

The next chief will make decisions about the department's priorities and help shape how police work with residents, schools and community organizations. That is why the make-up of the first committee matters.

The city manager says he intends to involve a broad range of community stakeholders. But committee membership and how residents can participate have not been announced.

A second panel and a final decision

Finalists would then meet with a second panel, including the fire chief, department heads, the city manager and two city councillors. That group would make a recommendation before Maltez negotiates a contract.

That panel would interview and evaluate the finalists and recommend a candidate to Maltez. The city manager would then negotiate an employment agreement and complete the appointment process.

The October 19 council meeting transcript documents Maltez's description of the process. It was presented as a plan for selecting a successor, not evidence that interviews were already underway.

Maltez has also expressed a preference for an overlap between the current chief and the next one. Giving the two time to work together could help transfer knowledge of department operations and relationships with local organizations.

That overlap remains a goal rather than a finalized transition calendar.

Houghton's years in the department

Houghton became Chelsea's police chief at the end of 2022, succeeding Brian Kyes. He has worked in the department for decades, having joined in 1986, according to earlier local reporting.

In March 2024, Maltez extended the chief's contract to May 31, 2027. The Chelsea Record's earlier account of the extension provides background on Houghton's tenure and the city's prior planning.

The newly outlined selection process is therefore a development beyond simply knowing when the existing contract ends.

Massachusetts law sets a mandatory retirement age applicable to the chief, which he is expected to reach next May.

What residents should watch for

Residents should watch for who serves on the community committee, when applications open and how finalists are considered. Those details will show what public participation in the search looks like in practice.

A hiring process may be described as community-centered, but its practical value depends on who gets a seat at the table and how perspectives are considered.

Chelsea residents should also look for a clear explanation of the final decision process and when a successor would officially assume command.

The city has time to prepare. The goal is to make the transition orderly while giving residents a meaningful opportunity to understand how the person leading their police department is chosen.
