Chelsea City Manager Fidel Maltez has asked the City Council to extend his employment agreement through December 31, 2031.

The request would add four years to his current contract, which runs through the end of 2027.

The council received the proposal on November 2 and referred it to its Conference Committee for review.

The extension has not been approved.

For Chelsea residents, the decision is significant because the city manager oversees municipal administration and helps carry out the policies and priorities set by the elected City Council.

A renewal through 2031 would establish leadership continuity during several years of major city projects and public-service decisions.

Why is the request coming now?

Maltez submitted a letter dated October 28 asking the council to consider an early renewal.

His current agreement, signed in October 2023, covers January 1, 2024, through December 31, 2027.

According to the proposal, the existing contract allows him to request negotiations by June 30, 2027.

Maltez said he wanted to address the matter sooner because the second half of the municipal fiscal year is especially busy.

Settling the agreement before the final year of his current contract would give both the city and the manager more certainty about future leadership.

The council must still determine whether an early extension is appropriate and whether the proposed terms are acceptable.

What would the renewal include?

The proposal calls for a new four-year term beginning January 1, 2028, and ending December 31, 2031.

According to reporting on the proposed agreement, the renewal would preserve the current base-salary structure and annual 3% increases.

The renewal document described in that report does not specify the underlying salary amount.

Other provisions would continue benefits and employment terms addressing vacation, sick leave and use of a city vehicle.

The proposed agreement also includes procedures for ending the employment relationship.

If the council removed the manager without cause, the renewal would provide a severance payment equal to six months of salary.

Annual performance evaluations would remain part of the contract, covering subjects such as finances, economic development, public safety and overall effectiveness.

These terms remain part of a proposed agreement rather than an approved renewal.

Councillors want an evaluation first

During the November 2 meeting, Councillor Manuel Teshe moved to send the proposal to the Conference Committee.

Councillor Todd Taylor said the council would soon evaluate the city manager's performance and suggested waiting until after that review to discuss the extension.

Councillor Leo Robinson, who had participated in negotiating the existing agreement, expressed interest in continuing the process.

The council agreed to refer the proposal to committee.

No committee meeting date was announced during that discussion.

The performance evaluation matters because the council is being asked to make a commitment extending several years beyond the expiration of the current contract.

What does the city manager oversee?

Chelsea uses a council-manager form of government.

The City Council makes legislative and policy decisions, while the city manager leads day-to-day municipal administration.

That responsibility includes coordinating departments, preparing and administering budgets, and helping implement approved projects and services.

The position influences how Chelsea responds to challenges involving infrastructure, housing, public works, economic development and other municipal priorities.

For residents, the issue is not simply how long a contract lasts. It is also how the council evaluates leadership and accountability.

What happens next?

The Conference Committee must review the proposed terms, with the manager's performance evaluation expected to inform the discussion.

The council would then need to take the appropriate action before an extension could become final.

Residents can follow future council agendas and read the November 2 meeting transcript.

Until a new agreement is approved, Maltez remains under his existing contract through December 2027.
