A little relief may be coming for Chelsea households dealing with high electricity bills.

On November 2, the Chelsea City Council voted 8–1 to approve participation in a solar incentive arrangement that city officials estimate could save eligible residents approximately $30 a month.

The vote is a step toward making those savings available. It does not mean the discount has already started.

How the program would work

The council authorized City Manager Fidel Maltez to enter into 20-year agreements with two solar companies, BWC Merriam Brook LLC and Blue Meadow Brook LLC.

The agreements fall under Massachusetts’ Solar Massachusetts Renewable Target (SMART) program, which provides financial incentives for eligible solar-energy projects.

Chelsea’s arrangement would direct program-related funds toward qualifying households through Chelsea Electricity Choice, the city’s existing electricity purchasing program.

Residents would not need to install solar panels on their homes to benefit from the proposed arrangement.

Chelsea Electricity Choice already allows residents and businesses to purchase electricity through a city-arranged supply program. Eversource remains responsible for delivering electricity, maintaining power lines, responding to outages, and sending monthly bills.

The new solar arrangement would be a separate benefit for eligible households—not a general reduction in the electricity rate for every city resident.

Who could qualify?

The proposal initially focused on customers already receiving Eversource’s low-income electricity discount.

During council discussions, officials described a broader approach that would allow more residents to qualify by certifying their income.

That could make the program available to some households that do not currently receive the utility’s existing low-income rate.

However, the city has not yet released complete enrollment instructions or confirmed when the new discounts would begin.

The estimated $30 monthly savings also could vary. Officials explained that the amount depends partly on the electricity generated by participating solar projects, which changes with weather and other conditions.

Residents should not assume a $30 discount will automatically appear on their next electric bill.

Council members debate the plan

The council also approved the creation of a Low-Income Solar Energy Revolving Fund, administered through the Department of Public Works, to receive and distribute money connected with the program.

Those related measures passed by the same 8–1 margin.

Councillor Todd Taylor opposed the proposal, raising concerns about whether statewide solar incentives increase costs for electricity customers who do not receive the discounts.

Supporters argued that Chelsea residents already contribute to the state’s incentive system through their electricity costs and should have an opportunity to benefit from it.

The competing arguments were discussed during the November 2 City Council meeting.

What residents should do next

For now, residents interested in the discount should watch for announcements from the city and check the official Chelsea Electricity Choice website.

The next important details will be:

•  Final income eligibility requirements

•  Whether residents must apply or will receive the benefit automatically

•  When discounts are expected to begin

•  How the savings will appear on electricity bills

An estimated $30 a month amounts to about $360 a year if received consistently. That could provide meaningful help to eligible households.

The council has approved the framework. The next step is turning that approval into a program residents can actually use.
